We're continually striving to make Google Play a positive experience for both our developers and our users. For this reason, we've introduced the following changes to the Developer Distribution Agreement (DDA):

We revised section 1 to update the definition of Taxes to include Telecom taxes and Withholding taxes while excluding tariffs.
•
We revised sections 2.1 and 3.1 to update the link to the country list page.
•
We revised section 3.3 to modify the existing tax categorization and configuration language in anticipation of the launch of global tax categories.
•
We revised section 3.6 to add new provisions addressing where Google makes reduced rates or exemptions of Withholding taxes available and the documentation developers must provide.
•
We revised section 5.3 to include in the license that developers grant to users permission to modify colors or adjust themes of apps.
These changes will go into effect starting October 15, 2025 for existing developers, and immediately for all new developer accounts created as of September 15, 2025. No action is required on your part.
